Horizon Scan™

Large infrastructure projects rarely encounter disruption without warning. In most cases, the earliest indicators of a potential crisis appear at the community level long before they surface through formal channels. To detect these indicators early, Echota Consulting has developed Horizon Scan™ to alert responsible parties of potential disruptive activity.  

Horizon Scan™ is Echota Consulting’s signature multidimensional assessment and foresight process, purpose-built for environments where formal surveys, structured population polling, and field research are limited or nonexistent. It draws on the principles of sociocultural analysis, economic assessment, unstructured data mining, a proprietary STEEPLE framework, and continuous local-informant reporting.  It is a refinement and continuation of a system previously delivered by members of our team for the U.S. military in Afghanistan and Iraq. The result is a flexible, high-fidelity picture of a community’s stability, governance, needs, threats, and future trajectory—updated continuously through lightweight data collection and advanced analytic workflows. 

Horizon Scan™ strengthens existing security capabilities by providing earlier detection of instability risks, improved situational awareness, better coordination between security and community engagement teams, and documented evidence of proactive risk management and crisis planning.  In practical terms, our system allows security teams to move from reactive response to preventive action.
